How President Tinubu’s Partnership with Otuaro Reviving the Niger Delta Economy – Julius Ogunro

The peace and stability of the Niger Delta are critical to Nigeria’s economic prosperity. As the hub of the nation’s oil and gas industry, any significant unrest in the region has historically disrupted production, leading to revenue losses.

Recently, Nigeria’s oil production has seen a notable increase, reaching 1.81 million barrels per day. This milestone marks a significant turnaround after years of underperformance caused by militancy and oil theft, which prevented the country from meeting its OPEC quota.

President Bola Tinubu’s strategic approach to addressing the longstanding challenges in the Niger Delta is beginning to yield positive results. His efforts to combat illegal oil activities, repair pipelines, and prioritize community engagement have been instrumental. At the forefront of these efforts is Dennis Otuaro, Administrator of the Presidential Amnesty Programme (PAP). Since his appointment in March 2024, Otuaro has been pivotal in promoting peace, stability, and development in the region, aligning with the President’s vision.

Otuaro’s strategy focuses on education and human capital development as tools for empowerment. Over the past seven months, the PAP has launched several capacity-building initiatives aimed at former agitators, their families, and other beneficiaries. For example, four Niger Delta indigenes were recently sent to South Africa for aviation training, while 98 youths were trained in specialized maritime skills at the Joemarine Institute of Nautical Studies and Research in Delta State. Additionally, various vocational and empowerment programmes have been introduced to provide young people with sustainable livelihoods.

Recognizing the root causes of unrest in the Niger Delta, Otuaro has prioritized initiatives that address systemic issues. A significant achievement has been the recent award of fully funded scholarships to over 1,700 deserving Niger Delta students. These scholarships, which cover tuition, accommodation, and living expenses, were allocated through a transparent, merit-based process. Beneficiaries praised the programme for providing access to education that would otherwise be unattainable. During the award ceremony in Warri, Delta State, students such as Blessing Appollos (Bayelsa, Igbinedion University), Fyneman John-Pere (Edo, Edwin Clark University), and Ezekiel Appeal (Delta, Novena University) expressed gratitude to President Tinubu and Otuaro for their commitment to youth development.

The Presidential Amnesty Programme, established in 2009, was designed to reintegrate ex-militants who surrendered their arms in exchange for amnesty. Its objectives include providing financial support, engaging with stakeholders to sustain peace, and facilitating the transition of former agitators into productive roles in society.

Historically, the PAP faced challenges, with mismanagement and grievances occasionally sparking unrest, leading to sabotage of oil infrastructure and economic setbacks. Today, however, under Otuaro’s leadership, the programme is fostering lasting peace, reflected in rising oil production and increased revenue for the nation.

With trusted figures like Otuaro driving President Tinubu’s agenda, the Niger Delta is experiencing renewed hope and tangible progress. The region’s stability not only fulfills a campaign promise but also delivers measurable benefits to Nigeria’s economy.
