Delegates Hail Otuaro’s Efforts to Restore PAP’s Lost Glory

The administrator of the presidential Amnesty Programme, PAP, Dr Dennis Brutu Otuaro held the Close Out Ceremony for Bootcamp/Refresher course for 98 Graduating PAP Delegates in Joemarine Nautical Institute.

It was gathered that 98 delegates of the presidential Amnesty programme were deployed for two months Bootcamp/Refreshers courses in the Joemarine Nautical Institute in Delta state.

The two months refreshers training was for capacity building and competence. The carrier areas the delegates were trained on were nautical science and cadre shipment.

The MD/CEO of Joemarine Institute of Nautical Studies and Research, Engr. Kenneth Akpoebi Epidei, in his opening address, emphasised that 98 delegates which were earlier deployed for refresher courses were successfully trained and certified by the institution.

The management of the institution thanked the administrator, Otuaro for finding Joemarine Institute worthy to handle refresher training for the amnesty programme.

The Administrator of the Presidential Amnesty programme Dr Dennis Brutu Otuaro who attended the graduating ceremony congratulated the passing out PAP Marine Delegates, adding that he was happy for them for their good conduct.

Otuaro, while addressing the graduating delegates, promised that he will do more to impact meaningfully on beneficiaries of the programme to sustain the existing peace in the Niger Delta.

He said, “under my watch the programme will impact positively. The essence of the presidential Amnesty Programme is to build capacity and create opportunities for the delegates”.

Otuaro described the graduating delegates as peace ambassadors of the Niger Delta region. He however, reiterated empowering women in the region, citing that gone are the days when people were using the programme for personal benefits. He talks about the blue economy, stating that Nigeria will attain economic stability through annexing the maritime sector.

Also speaking at the ceremony, the Speaker of Delta State House of Assembly, RT. Hon. Emomotimi Dennis Guwor who was represented by Mr Amafine Akemeotubo expressed delight over the reforms of the amnesty administrator, expressing confidence that the PAP under Otuaro will restore its lost glory.

The Pere of Akugbene Mein Kingdom, His Royal Majesty, Stanley Luke, who doubled as the chairman of the governing board of the Joemarine Nautical Institute, applauded the laudable initiatives of the PAP administrator, Dr Otuaro, citing that he stands to be the best among previous administrators of the programme.

The governing board chairman, Pere Stanley Luke, urged leaders and stakeholders of the Niger Delta region to give their massive support to Otuaro to create more opportunities for the youths in the region.

However, Dr Otuaro presented a certificate of Bootcamp and refresher training to graduating delegates of the Joemarine Nautical Institute in a ceremony held at the school conference hall at Warri Sapele road at Otomewo community, Warri, Delta State.

Meantime, the graduating 98 delegates and other dignitaries at the ceremony passed a vote of confidence on the administrator of the presidential Amnesty Programme, PAP, Dr Dennis Brutu Otuaro, stating that his performance and reforms are suppassing the performance of his predecessors.
