FEC Approves Major NYSC Reforms, Introduces New Uniform And Six-week Orientation Programme
The Federal Executive Council (FEC) has approved a comprehensive reform of the National Youth Service Corps (NYSC), marking the first broad review of the scheme since its establishment over five decades ago.
The development was disclosed by the Minister of Youth Development, Ayodele Olawande, who described the decision as a major step toward repositioning the NYSC to meet contemporary realities while preserving its role in promoting national unity.
According to the minister, the reform package is designed to transform the scheme into a more skills-driven, productivity-oriented and youth-empowering institution in line with the Federal Government’s economic and human capital development agenda.
“For over five decades, the NYSC has remained a powerful symbol of national unity and service. Today, we have taken a bold step to preserve that legacy while preparing it for the future,” Olawande stated.
Among the major changes approved by the council is the introduction of a technology-driven mobilisation and call-up process aimed at improving efficiency and transparency.
The reforms will also introduce a risk-sensitive deployment model intended to strengthen the safety and welfare of corps members across the country.
A significant aspect of the review is the redesign of the NYSC orientation programme into a six-week exercise with stronger focus on leadership development, entrepreneurship, digital literacy and specialised career pathways.
Under the new structure, corps members will also be assigned to places of primary assignment based on their academic qualifications, professional competencies and career aspirations.
The reform package further includes improvements to orientation camp facilities through the introduction of a national grading and certification system to ensure better standards across camps nationwide.
In addition, the traditional Passing Out Parade will be replaced with a new graduation ceremony framework aimed at reflecting the evolving vision of the scheme.
The Federal Executive Council also approved the introduction of a redesigned NYSC uniform, which government says will reflect greater professionalism and reinforce national identity and pride among corps members.
According to Olawande, the reform process commenced in 2025 through extensive consultations involving key stakeholders, including the Federal Ministry of Youth Development, the Federal Ministry of Education and the Office of the Special Adviser to the President on Policy and Coordination.
He added that the council has directed the Office of the Attorney-General of the Federation and the Federal Ministry of Youth Development to commence necessary amendments to the NYSC Act and relevant regulations to support implementation.
Describing the approval as a strategic investment in Nigeria’s future, the minister said the reforms go beyond institutional changes.
“This is more than a reform of an institution. It is an investment in Nigeria’s greatest asset, our young people. The future of the NYSC begins now, and it is brighter, more relevant and more impactful than ever,” he said.
