Fubara Declares End of Political Drama, Prepares to Present 2026 Budget in Restored Assembly
Rivers State Governor, Sir Siminalayi Fubara, has pledged to present the 2026 Appropriation Bill in the newly reconstructed Rivers State House of Assembly, signaling a decisive move to restore full legislative functionality and institutional stability in the state.
The governor made the declaration on Monday, November 24, 2025, following a thorough inspection of the Hallowed Chamber Complex, which is being rebuilt by Monier Construction Company Limited (MCC). He was accompanied by Hon. Boniface Emerengwa, member representing Ikwerre/Emohua Federal Constituency, and senior officials of MCC Nigeria Ltd.
Governor Fubara described the progress of the project as “impressive” and expressed confidence that the Assembly complex will be ready for use by the end of December, allowing lawmakers to resume sittings in the main chamber.
“We have worked relentlessly to ensure the lawmakers’ permanent chamber is fully restored,” Fubara said. “You know the drama that surrounded our relationship before, but by the grace of God, all obstacles have been cleared. It is our firm desire that the Assembly returns to its rightful place of operation.”
The governor emphasised that the work, contrary to public perception, had continued even during the period of emergency rule. “There was a misconception that nothing was being done, but today, I have personally seen the progress and I am highly impressed,” he said.
To accelerate delivery, key interior and external finishing works have been subcontracted to Julius Berger Nigeria Plc, ensuring the project meets its deadline and conforms to the highest standards.
Fubara reaffirmed that once the main chamber is delivered, the remaining sections of the complex will be managed by the Legislature itself when they resume plenary sessions. “Our focus is to deliver a fully functional Assembly Complex so that the lawmakers can operate without disruption,” he said.
The governor stressed that presenting the 2026 Appropriation Bill in the newly rebuilt Hallowed Chamber will be done “in the manner it is constitutionally required,” underscoring his administration’s commitment to transparency, institutional integrity, and a smooth legislative process.
The inspection marks a critical milestone in the state’s governance, reflecting a renewed commitment to bridging past political divides and restoring confidence in Rivers State’s legislative operations.
