NAPAS Worldwide Applauds High Chief (Dr.) Dennis Otuaro’s One Year in Office as PAP Administrator

The National Association for Presidential Amnesty Students (NAPAS) Worldwide, under the leadership of its National President, Comr. Ebidouwei Messiah Miyenpirigha, has commended the Presidential Amnesty Programme (PAP) Administrator, High Chief (Dr.) Dennis Otuaro, for his remarkable achievements within his first year in office.

In a statement, NAPAS emphasized that Dr. Otuaro has worked tirelessly to revamp the Presidential Amnesty Programme (PAP), ensuring inclusivity and the active participation of all delegates. The association also dismissed recent baseless allegations against his administration, describing them as attempts by detractors to undermine his leadership.

Comr. Miyenpirigha urged the public to disregard unfounded accusations, affirming that Dr. Otuaro remains dedicated to the welfare of all PAP delegates, including the wives of benefactors and other women across the Niger Delta region.

His leadership has fostered peace and harmonious coexistence among the leaders of the three phases of the programme, demonstrating his commitment to stability and progress,” the statement noted.

Within his first year in office, Dr. Otuaro has initiated and successfully executed several impactful programmes, including:

Regular engagement with PAP leadership at all levels.

Deployment of 98 delegates for a maritime training programme.

Deployment of 38 delegates for an aircraft engineering programme.

Deployment of 4 delegates for a pilot training programme.

Sponsorship of over 2,000 students for undergraduate and postgraduate studies, both onshore and offshore.

Restoration and payment of delisted beneficiaries.

Restructuring the PAP to align with its original vision and objectives.

These initiatives, according to NAPAS, underscore Dr. Otuaro’s unwavering commitment to the success of the Presidential Amnesty Programme and the empowerment of ex-agitators.

The NAPAS leadership urged all PAP leaders and delegates to work harmoniously with the Otuaro-led administration to restore the programme to its former glory.

In conclusion, Comr. Ebidouwei Messiah Miyenpirigha called on aggrieved delegates to channel their grievances through their camp leaders or directly to the administrator for swift resolution. He stressed that this approach would promote continued peace and development in the Niger Delta region.
