The Ijaw Youths Network (IYN) has expressed deep appreciation to the Administrator of the Presidential Amnesty Programme (PAP), Dr. Dennis Brutu Otuaro, Ph.D, for his consistent efforts toward human capital and educational development in the Niger Delta.

In a statement jointly signed by its National Coordinator, Comrade Frank Ebikabo, and Secretary, Comrade Federal Ebiaridor, the group praised Dr.
Otuaro for his visionary leadership and commitment to empowering the region’s youth through education and capacity building.

The IYN lauded the recent award of over 3,000 scholarships to students of Niger Delta origin, describing it as a milestone initiative capable of transforming the socio-economic landscape of the region. They also commended the deployment of 141 beneficiaries from impacted communities to universities in the United Kingdom for advanced academic programmes; a move they say demonstrates Otuaro’s global outlook and dedication to excellence.

According to the IYN, Dr. Otuaro’s policies are “clearly bridging the gap in human capital development and creating new pathways for lasting peace and progress in the Niger Delta.”

The youth group further applauded the National Security Adviser, Mallam Nuhu Ribadu, for his strategic oversight and continued support of the Amnesty Office, which they said has ensured stability and productivity across the region.

They urged Dr. Otuaro to remain undeterred by distractions from critics and to stay focused on his developmental agenda. “The scale of educational investment under his leadership is unprecedented,” the statement emphasized. “The positive impact of these initiatives will be felt not just in the Niger Delta, but across the country in years to come.”

The IYN also encouraged young people in the Niger Delta to prioritize the collective interest of the region as the 2027 elections draw closer. They reaffirmed their support for Dr. Otuaro’s call to back President Bola Ahmed Tinubu’s administration, which they acknowledged has shown commitment to addressing issues affecting the Niger Delta.

The group concluded by recalling similar interventions under Dr. Otuaro’s watch, including previous scholarship and vocational training programmes that have already produced visible results in youth empowerment and peacebuilding.
