The Movement for the Rights of Arogbo-Ibe (MRAI) has strongly denounced a recent petition purportedly issued by individuals claiming to represent the “Itsekiri Ethnic Nationality Ex-agitators,” describing it as a malicious and unfounded attack on the person and office of High Chief Dr. Dennis Brutu Otuaro, Administrator of the Presidential Amnesty Programme (PAP).

The attention of the Movement for the Rights of Arogbo-Ibe (MRAI) has been drawn to a highly provocative and misleading petition circulated in the name of some persons parading themselves as representatives of the “Itsekiri Ethnic Nationality Ex-agitators.” In that document, they seek to malign and unjustly cast aspersions on the personality and integrity of the Administrator of the Presidential Amnesty Programme, High Chief Dr. Dennis Brutu Otuaro.
We wish to, without reservation, condemn the said petition in its entirety and with the highest sense of responsibility. It is evident to discerning minds that this is not just an attack on the office of the Amnesty Programme but an orchestrated campaign targeted at discrediting a man who has proven to be focused, transparent, and committed to equity across the Niger Delta.
WHY THE PETITION IS UNFOUNDED
1. Balanced Leadership: Dr. Dennis Otuaro has shown unmatched commitment to all ethnic nationalities in the Niger Delta, including the Itsekiri, Ijaw, Urhobo, Isoko, and others. He has worked tirelessly to ensure that no group is left behind, and his track record is verifiable. Selective accusations without proof only seek to derail his efforts.
2. Itsekiri Were Never Neglected: The claim that Itsekiri ex-agitators have been deliberately sidelined is not only mischievous but false. Records at the Amnesty Office will show that Itsekiri sons and daughters have benefitted under the current administration and continue to do so. However, deployment and placement in programmes are based on merit, available slots, and orderly scheduling—not noise or intimidation.
3. Misrepresentation of Numbers: The referenced “500 Itsekiri ex-agitators” have not been neglected. It must be clarified that this figure was part of an agreed structure during the third phase of the Amnesty Programme, and as such, no ethnic group has been disproportionately favoured or marginalized.
4. Threat of Violence is Reckless: We find it disturbing that the authors of the petition threaten to abandon peace and embrace insurrection if their demands are not met. Such language is reckless and does not reflect the spirit of the Presidential Amnesty Programme, which was built on dialogue and peacebuilding.
5. Lack of Engagement is False: The insinuation that the Administrator has not engaged Itsekiri stakeholders is another fabrication. Dr. Otuaro has created open channels of communication across all ethnic groups and has consistently shown readiness to listen and act on constructive feedback—not blackmail.
The Movement for the Rights of Arogbo-Ibe (MRAI) wishes to put it on record that we fully support the leadership of Dr. Dennis Otuaro, a son of the soil who has not only risen through the ranks with humility but has continued to extend the hand of development and inclusion across the region. His leadership style, marked by transparency, accountability, and vision, is one we hold in the highest regard.
We urge all well-meaning stakeholders in the Niger Delta to disregard the said petition and stand for unity and fairness. Dr. Otuaro must be allowed to work without intimidation or blackmail.
We commend the Presidential Amnesty Office for its continued commitment to the objectives of disarmament, demobilization, and reintegration. We also reiterate our total condemnation of the petition and warn its authors to desist from further heating up the fragile peace of the region for selfish or political interests.
A divided region cannot make progress. Let us build, not break. Let us support, not sabotage.
