PAP Warns Ex-Agitators Against Being Used as Cannon Fodders

The Presidential Amnesty Programme (PAP) has cautioned ex-agitators under its scheme to conduct themselves responsibly amid the ongoing constitutional developments in Rivers State.

In a statement signed by the PAP Administrator, Chief Dennis Brutu Otuaro, PhD, the office urged all ex-agitators and beneficiaries to resist any attempts by individuals or groups, regardless of their influence, to draw them into the current situation in the state.

“I am appealing against engaging in violent activities or making yourselves available for acts capable of throwing the Niger Delta into chaos,” Otuaro stated, emphasizing the importance of maintaining peace and stability in the region.

He reminded ex-agitators of their role as critical stakeholders and ambassadors of peace, stressing that ensuring stability in the Niger Delta is vital for the safety and livelihoods of its people.

The PAP also warned that some “merchants of violence” might seek to exploit the tensions in Rivers State for political gain, urging ex-agitators to reject any such temptations.

The Niger Delta has suffered enough on many fronts over the years. All ex-agitators should realize this and ensure the region is not plunged into further destabilization due to the developments in Rivers,” the statement added.

Furthermore, the PAP Administrator strongly advised ex-agitators, beneficiaries of the programme, and the general public against engaging in the destruction of oil and gas installations or other government assets in the region.

The statement, dated March 19, 2025, serves as a firm warning to all stakeholders to prioritize peace and security in the Niger Delta.
