PAP Graduates Issue Vote of Confidence on High Chief Dr. Dennis Burutu Otuaro’s Led Administration
The National Association of Presidential Amnesty Graduates (NAPAG), through ‘her’ National Coordinator Senior Comrade Somina Morrison Igani, has issued a vote of confidence on the administration of High Chief Dr. Dennis Burutu Otuaro, the current Administrator of the Presidential Amnesty Programme. This endorsement further authentics Dr. Otuaro’s exceptional leadership, particularly in the areas of academic advancement, timely payment of monthly allowances to ex-agitators, and strategic appointments.
In a statement released today, Senior Comrade Somina Morrison Igani praised Dr. Otuaro for his unwavering commitment to educational development among beneficiaries of the Presidential Amnesty Programme. Under his leadership, there has been a significant increase in support for academic pursuits, enabling many ex-agitators to pursue higher education and professional training. This special attention on academics has not only empowered individuals but also contributed immensely to the socio-economic development of the Niger Delta region and beyond.

The association also commended Dr. Otuaro for ensuring the timely payment of monthly allowances to ex-agitators, which has been crucial in maintaining stability and supporting the reintegration process. “The prompt disbursement of allowances under Dr. Otuaro’s leadership has been instrumental in sustaining the livelihoods of many former agitators,” Igani noted.
The association further highlighted the strategic appointment of Chief Diplomat Adams Marbo as the Head of Peace Building and Stakeholders Manager. Chief Diplomat Marbo’s extensive experience in diplomacy and conflict resolution is expected to bolster the programme’s efforts in maintaining peace and fostering positive relationships with various stakeholders.
“Chief Diplomat Adams Marbo’s appointment is a testament to Dr. Otuaro’s strategic vision. His expertise in peace building is invaluable as we continue to navigate the complexities of post-conflict integration and community development,” the statement continued.
Additionally, NAPAG acknowledged the appointment of Dr. Charles Areye ( Head of Education) as the Head of the Education Unit. Dr. Charles role is crucial in enhancing the educational framework and ensuring that beneficiaries receive the highest quality of education and training. His expertise and dedication are expected to drive significant improvements in the educational outcomes of the programme.
The association also recognised the valuable contributions of Engr. Edgar Biu (Technical Assistant to the Administrator, PAP, appointed as Technical Assistance to the Administrator. Engr. Edgar technical expertise and innovative approach have been instrumental in streamlining operations and ensuring the effective implementation of various projects within the programme.
