In a heartwarming ceremony at the Presidential Amnesty Programme (PAP) Conference Room, the Administrator of the PAP, Dr. Dennis Brutu Otuaro, on Friday joined the family of Captain Franklin Amiyen Smooth in decorating him with his new rank of Major, following his recent promotion by the Nigerian military authorities.
The brief but colourful event saw Dr. Otuaro, alongside Major Smooth’s wife, formally pin the new insignia on the newly promoted officer. The ceremony was graced by the presence of his proud parents, his respected mentor Major General J. Sarham (Rtd.), colleagues, friends, and well-wishers.
Speaking at the occasion, Dr. Otuaro congratulated Major Smooth on his well-deserved elevation, noting that the achievement was a testament to his commitment, professionalism, and service to the nation. He urged him to continue upholding the values of discipline, loyalty, and patriotism as he progresses in his military career.
