National Assembly Sets Stage for Creation of New Vocational Institutes Nationwide

Abuja, the House of Representatives Committee on Alternative Education has announced a one-day public hearing and submission of memoranda on four bills seeking the establishment of new vocational and entrepreneurial institutions across the country.

Among the bills slated for consideration is the “Bill for the Establishment of the National Institute for Vocational and Entrepreneurial Studies, Agadagba-Obon, Arogbo, Ese-Odo Local Government Area, Ondo State, and for Related Matters (HB.2023)”, sponsored by Hon. Donald Kimikanboh Ojogo, who represents Ilaje/Ese-Odo Federal Constituency in the House of Representatives.

The hearing, scheduled for Monday, October 13, 2025, will hold at Conference Room 028, House of Representatives New Building, National Assembly Complex, Abuja. It will be presided over by the Chairman, House Committee on Alternative Education, Hon. Ibrahim Almustapha Aliyu.

Other bills listed for public hearing include:

A Bill for the Establishment of the South East Institute for Vocational and Entrepreneurial Studies, Umuobum, and for Related Matters (HB.2263), sponsored by Hon. Ikeagwuonu Onyinye O.

A Bill for the Establishment of the Federal Institute of Technical Education and Skill Acquisition, Mbaise, Imo State, and for Related Matters (HB.2342), sponsored by Hon. Emeka Chinedu Martins.

A Bill for the Establishment of the Federal College of Entrepreneurship and Skill Acquisition, Ilorin West, Kwara State, and for Related Matters (HB.554), sponsored by Hon. Murkat Tolani.

While all four bills seek to strengthen Nigeria’s alternative education system and promote skill-based learning, Hon. Ojogo’s proposal (HB.2023) has drawn particular attention from stakeholders in Ondo State, given its potential impact on the socio-economic development of the coastal region.

According to Ojogo, the bill seeks to “institutionalize skill acquisition and entrepreneurship training that empowers young Nigerians, particularly those from riverine and underserved communities, to thrive in a competitive economy.”

He added that the proposed National Institute for Vocational and Entrepreneurial Studies, Agadagba-Obon, would serve as a national hub for technical innovation, maritime training, and enterprise development, aligning with Nigeria’s broader drive toward diversification and youth empowerment.

Education stakeholders and community leaders from Ilaje and Ese-Odo have welcomed the initiative, describing it as “a strategic intervention that will provide sustainable pathways for employment and industrial growth in the Niger Delta.”

Analysts note that the prospective hearing underscores the House’s renewed attention to vocational education as a tool for economic empowerment, while further cementing Hon. Ojogo’s reputation as a result-oriented legislator whose interventions consistently reflect the needs of his constituency.

The public hearing is open to the general public and relevant institutions willing to make contributions through written or oral memoranda.
