In a bold assertion of his commitment to human capital development, the Administrator of the Presidential Amnesty Programme (PAP), Dr. Dennis Brutu Otuaro, on Friday, received in audience the Vice-Chancellor of Western Delta University (WDU), Oghara, Prof. Augustine Ikelegbe, in Abuja.

The high-level meeting, described as strategic and forward-driving, focused on deepening the educational partnership between the Amnesty Programme and the University, which is an alliance central to reshaping the destinies of ex-agitators and consolidating peace across the Niger Delta.

Dr. Otuaro, known for his pragmatic and dynamic stewardship, used the occasion to reiterate the Programme’s unwavering resolve to sustain education as the heartbeat of reintegration and empowerment.

The Amnesty Programme is not just about disarmament but it’s about transforming lives through knowledge and skill. Education remains our strongest weapon in securing peace, dignity, and productivity in the Niger Delta,” Otuaro declared with conviction.

Prof. Ikelegbe, in his remarks, extolled Dr. Otuaro’s “ result-oriented leadership and renewed direction”, noting that the Programme had regained vitality and purpose under his stewardship. He pledged WDU’s continued collaboration, assuring that the university remains a steadfast partner in nurturing disciplined and productive graduates from the PAP initiative.

The meeting, observers noted, goes beyond ceremonial engagement by representing a recalibration of vision and purpose for the Presidential Amnesty Programme, anchoring it firmly on the pillars of education, discipline, and self-reliance.

Under Dr. Otuaro’s leadership, the PAP continues to evolve from a peacekeeping intervention into a transformative force for regional development, empowering thousands of young men and women to become agents of change rather than relics of conflict.

We are not just training individuals,” Dr. Otuaro emphasized, “we are rebuilding communities, rewriting the story of the Niger Delta, and redefining what true peace means.”

The session underscores a new chapter in PAP’s partnership with academic institutions, one rooted in shared vision, renewed determination, and the unshakable belief that education remains the true foundation of enduring peace and prosperity in the Niger Delta.
