Dr. Dennis Otuaro Engages NCC to Boost Post-Training Opportunities for Ex-Agitators

The Presidential Amnesty Programme (PAP) has initiated discussions with the Nigerian Communications Commission (NCC) to explore partnership opportunities aimed at engaging ex-agitators and beneficiaries of the programme in productive ventures.

Speaking during a courtesy visit to the NCC headquarters in Abuja on Thursday, the PAP Administrator, Dr. Dennis Otuaro, emphasized that the Commission’s support would significantly strengthen the programme’s post-training empowerment scheme.

According to him, many beneficiaries of the amnesty initiative have completed formal education and vocational training, making them valuable human resources for national development.

“There are many of them who have successfully completed formal education and vocational training in relevant fields. They are potential human resources that can be engaged for socio-economic advancement of the Niger Delta and indeed the country,” Otuaro stated.

He explained that the PAP is deliberately structured to prioritize human capital development, equipping beneficiaries in areas such as formal education, vocational skills, and information technology.

“So far, we have trained over 18,000 persons. By the design of the programme, we have post-training, employment and empowerment components. We even have beneficiaries with doctoral degrees (PhDs) who can be productively engaged. This is the essence of the human capacity development that we carry out,” Otuaro added.

     In his response, the NCC Executive Vice Chairman/Chief Executive Officer, Dr. Aminu Maida, pledged the Commission’s readiness to support the initiative while stressing that interventions must deliver measurable value.

Maida reaffirmed the NCC’s mandate to expand digital connectivity across Nigeria, underscoring the need to prioritize infrastructure security against vandalism to safeguard digital assets and sustain nationwide access.
