DELTA HEALTH COLLEGE RECOGNISES DR DENNIS OTUARO’S IMPACT WITH HONORARY FELLOWSHIP
The Administrator of the Presidential Amnesty Programme (PAP), Dr Dennis Brutu Otuaro, has added another major honour to his growing list of recognitions, following his conferment with an Honorary Fellowship Award by the Delta State College of Health Sciences and Technology, Ofuoma-Ughelli.
The award was presented at the College’s 8th Convocation Ceremony, held on Saturday, January 31, 2026, at its sports complex. The institution said the honour was in recognition of Dr Otuaro’s outstanding contributions to peacebuilding, human capital development, and sustainable growth across the Niger Delta
College authorities noted that the fellowship reflects Dr Otuaro’s leadership in strengthening peace and social stability through targeted educational empowerment and inclusive stakeholder engagement under the Presidential Amnesty Programme. A letter formally conveying the award was endorsed by the College Registrar, Nomuoja Charles.
Speaking on the recognition, Mr Igoniko Oduma, Special Assistant on Media to the PAP Administrator, described the honour as a testament to purposeful leadership and impact-driven governance.
“This award is a clear acknowledgement of Dr Otuaro’s consistent efforts in promoting peace and development through education.
Under his leadership, the Amnesty Programme has expanded scholarship opportunities for beneficiaries to both local and international institutions, especially in the United Kingdom, while also providing essential learning tools such as laptops to enhance academic performance,” Oduma said.
He further explained that Dr Otuaro has prioritised programmes aligned with global and industry needs, spanning medical and health sciences, cybersecurity, artificial intelligence, data science, fintech, international law and security studies, engineering disciplines, project management, and information and communication technology.
The conferment, observers say, further reinforces Dr Otuaro’s reputation as a development-focused administrator whose work continues to advance peace, education, and socio-economic progress in the Niger Delta region.
