The Administrator of the Presidential Amnesty Programme (PAP), Dr. Dennis Otuaro, is currently representing Nigeria at the Eleventh Conference of States Parties (CSP11) to the Arms Trade Treaty (ATT), holding at the Geneva International Conference Centre, Switzerland.
The high-level conference, which runs from 25th to 29th August, 2025, is convened under the auspices of the United Nations and is themed “University as a Priority.” It also marks the 10th anniversary of the landmark ATT.
Adopted by the United Nations General Assembly in April 2013 and entering into force in December 2014, the Arms Trade Treaty stands as the world’s first binding legal framework regulating the international trade in conventional arms. Its priorities include promoting transparency, accountability, and global security in arms transfers.
Dr. Otuaro’s participation underscores Nigeria’s continued commitment to international peace and security, while also reinforcing the Niger Delta’s voice on the global stage.
