A Royal Visit: PAP Administrator Chief Otuaro Ph.D Strengthens Ties with the Ovie of Uvwie Kingdom During A Courtesy Visit

In a ceremony marked by tradition, honour, and mutual respect, the Administrator of the Presidential Amnesty Programme (PAP), Chief Dennis Brutu Otuaro, Ph.D., on Saturday, June 28, 2025, paid a courtesy visit to His Royal Majesty, Dr. Emmanuel Sideso Abe I, JP, OON, the Ovie of Uvwie Kingdom, at his royal palace in Effurun, Uvwie Local Government Area of Delta State.

The visit was a gesture of appreciation by the PAP helmsman to the revered monarch, whose fatherly role and encouragement have remained a pillar of support since his appointment.

Chief Otuaro, accompanied by his key aides and a distinguished delegation from Gbaramatu Kingdom, was warmly received by the monarch and his traditional council. The palace grounds came alive with cultural richness as both sides exchanged goodwill in the spirit of unity and development.

Speaking during the visit, Chief Otuaro extolled the Ovie’s consistent contributions to peace-building across the Niger Delta, describing him as a stabilising force among traditional rulers. He reaffirmed his commitment to inclusive growth, pledging to centre youth and women in his empowerment drive.

In his response, His Royal Majesty, Dr. Emmanuel Sideso Abe I, commended the PAP Administrator for his humility and leadership style. He encouraged Chief Otuaro to sustain his focus on human capital development and extend scholarship opportunities to deserving youths across the region. The monarch prayed for divine guidance and wisdom to enable the Administrator succeed in his national assignment.
