Says PAP Boss Has Shown Immense Capacity

Senator James Manager, the former representative of Delta South Senatorial District in the National Assembly, has expressed concerns over the challenges facing the Presidential Amnesty Programme (PAP), attributing them to deliberate distractions orchestrated by individuals who do not wish the Ijaw nation and the Niger Delta well.

In a statement issued on Sunday by the Special Assistant on Media to the PAP Administrator, Mr. Igoniko Oduma, Senator Manager made the remarks during a consultative visit to his Abuja residence by the PAP Administrator, Dr. Dennis Otuaro. He commended Otuaro for demonstrating outstanding leadership and handling the office effectively despite these challenges.

Manager, who served Delta South for 20 years in the Senate, praised Otuaro’s competence, stating that his approach to administering the programme indicated a deep understanding of the PAP mandate, even before his appointment by President Bola Tinubu.

“Already, you have shown capacity in the efficient manner you have handled the office and the implementation of the PAP mandate, which was created for a specific purpose and for the sustenance of peace, security, and development in the Niger Delta,” Manager said. He urged Otuaro to remain focused on his goals and ignore distractions from individuals who, in his words, “do not think good towards the Ijaw nation and the Niger Delta.”

Manager stressed that the PAP was established for the sustainable peace, security, stability, and development of the region, adding that Otuaro was on the right track in achieving these objectives.

In response, Dr. Otuaro emphasized that the programme, under his leadership, is working hard to reposition itself for the benefit of the Niger Delta. He explained that the PAP is currently in its reintegration phase, which is broad in scope, and that with increased funding, more could be achieved for the region through educational, vocational, and post-training empowerment initiatives.

“We are doing everything we can for the betterment of our people and our region,” Otuaro said.
